Dr. Av. Zaka is a founding partner of ZAKA, KOSTA & MEMISHAJ Law Firm. Prior to establishing the law firm, Dr. Av. Zaka served on the Albanian Supreme Court (1994 – 2001) and on the Constitutional Court of Albania (2001 – 2002). Dr. Av. Zaka’s previous positions include: Vice President of the Legal Reform Commission for the Ministry of Justice, member of the working group established by Parliament to review and draft Albania’s post-communist laws and codes, and she served as the Senior Legal Expert for the European Union Commission to ensure Albanian legalisation meets E.U. standards. Dr. Av. Zaka was a lecturer at the School of Magistrates and trainer of judges.
Dr. Av. Zaka’s areas of expertise includes: commercial law, litigation and arbitration, public procurement, concessions, privatization, mining, telecommunication, energy, family law, competition, and consumer’s rights.
She is the author of numerous legal articles and studies on issues such as: family law, oil and gas regulations, etc. Dr. Av. Zaka holds a Doctorate of Law from the University of Tirana, Albania, is a member of the Albanian Bar Association, and is a certified arbitrator of the Albanian Commercial Mediation and Arbitration Centre (MEDART).
Dr. Av. Zaka speaks English, French, and Albanian. She splits her time between Washington D.C. and Tirana.

Av. Kosta is a founding partner of ZAKA, KOSTA & MEMISHAJ Law Firm. Prior to establishing the law firm, Av. Kosta served on the Albanian Supreme Court (1994-2001), served as a judge in Durres District Court, and arbitrator alongside the State Arbitrage.
In addition to his practice, Av. Kosta serves as member of Albanian High Council of Justice and as lecturer at the Albanian School of Magistrates. Av. Kosta served as member of the Legal Reform Commission for the Ministry of Justice, member of the working group established by Parliament to review, and drafted Albania’s post-communist laws and codes. Av. Kosta served as legal adviser for the Albanian Parliament on Justice Reform in Albania (approved by the Albanian Parliament in 2016), and for the adoption of amendments to the Constitution of Republic of Albanian and more than 15 new laws related to the mentioned reform. Av. Kosta served as legal expert for the International Finance Corporation (IFC) when the new bankruptcy law and its sublegal acts were drafted (approved by the Albanian Parliament in 2016).
Av. Kosta specializes in litigation and arbitration, commercial law, public procurement, concessions, privatization, banking, real estate, competition, and insolvency.
He authored several text books for judges and prosecutors at the School of Magistrates, as well as other legal publications. He is member of the Albanian Bar Association and certified arbitrator of Albanian Commercial Mediation and Arbitration Centre (MEDART).

Av. Memishaj is the managing partner of ZAKA, KOSTA & MEMISHAJ Law Firm. Since her graduation from the Law Faculty at University of Tirana she has worked with ZAKA, KOSTA & MEMISHAJ.
Av. Memishaj has participated in major projects such as: privatization of Albtelecom sh.a and ARMO sh.a, consulting World Bank on real estate issues, urban planning, immovable property, legalization processes in Albania, and litigation procedures.
She specializes in commercial companies, corporate, M&A, litigation and arbitration, real estate, banking law, trademarks and IP, and family law.
She is published in several international legal journals. Av. Memishaj is a member of Albanian Bar Association, an authorized Trademark & Industrial Design Attorney, and certified arbitrator of Albanian Commercial Mediation and Arbitration Centre (MEDART).

Bledi is providing support for the maintenance and improvement of the technology related issues for ZAKA, KOSTA & MEMISHAJ, since 2006. Bledi has lived in the US for a number of years, where he completed both his High School and College education. He holds a degree in Management of Information Technology from Ashworth University and has completed various certification courses ranging from Information Security, Encryption and Ethical Issues from various universities.
Bledi is highly experienced in Office Productivity applications such as Microsoft Office, Operating Systems, and custom business solutions for small and medium enterprises. He’s deeply passionate about information technology and always keeps up to date with new development in this field.
