Av. Kosta is a founding partner of ZAKA, KOSTA & MEMISHAJ Law Firm. Prior to establishing the law firm, Av. Kosta served on the Albanian Supreme Court (1994-2001), served as a judge in Durres District Court, and arbitrator alongside the State Arbitrage.
In addition to his practice, Av. Kosta serves as member of Albanian High Council of Justice and as lecturer at the Albanian School of Magistrates. Av. Kosta served as member of the Legal Reform Commission for the Ministry of Justice, member of the working group established by Parliament to review, and drafted Albania’s post-communist laws and codes. Av. Kosta served as legal adviser for the Albanian Parliament on Justice Reform in Albania (approved by the Albanian Parliament in 2016), and for the adoption of amendments to the Constitution of Republic of Albanian and more than 15 new laws related to the mentioned reform. Av. Kosta served as legal expert for the International Finance Corporation (IFC) when the new bankruptcy law and its sublegal acts were drafted (approved by the Albanian Parliament in 2016).
Av. Kosta specializes in litigation and arbitration, commercial law, public procurement, concessions, privatization, banking, real estate, competition, and insolvency.
He authored several text books for judges and prosecutors at the School of Magistrates, as well as other legal publications. He is member of the Albanian Bar Association and certified arbitrator of Albanian Commercial Mediation and Arbitration Centre (MEDART).
